You can put three tablespoons of oat flakes or grind it (oat flour). I do the latter. Then I beat the egg and mix it with the flour.

I drain the oil from the tuna and mix it with the oatmeal and egg. I add spices to taste and grated cheese.

I put it in a frying pan without oil, although if you want to put a small splash it would be fine. I recommend that the pan is in good condition so that the mixture does not stick to it.
