Boil potatoes in their skins and whole carrots. Set aside.

When the potatoes are cooled, peel them and crumble them in a bowl, together with the diced carrots, peas, mackerel, chopped hard-boiled egg and diced peppers.

Stir. Make homemade mayonnaise and stir into the mixture. Add a little more on top and garnish with bell pepper and hard-boiled egg.
